Born Anthony Matthew Duncan in New York City in 1905. Moved to San Francisco in 1922, where he set up bootlegging, prostitution and other rackets. He was captured by Le Brouillard in 1929 and sent to prison, but was released in 1935 and reassumed control of his criminal enterprises. By 1937, he controlled a significant portion of the loansharking, prostitution, numbers and labor racketeering that went on in the city.
His nickname came from his penchant for tattoos and tattooing. He was known to have at least two: a snake on the back of his left hand, coiling up the arm; and a full-figure devil on his right forearm. All his people bear Duncan’s signature tattoo: a stick-figure devil. He was also known to be extremely sadistic, particularly to those who crossed him or tried to leave his organization.
Killed by the Silver Ghost and Tom Simons in May 1937.
